这是一部关于政治、复仇的真实电影。1972年在联邦德国举办的第20届奥运会上，巴勒斯坦的极端恐怖组织“黑色九月”闯入奥运村，绑架了11名以色列运动员，以此要挟以色列释放被关押的该组织成员。
联邦德国警方对此次绑架事件处理不当，直接突击了恐怖分子藏身之处试图武力解救人质，结果却导致11名以色列运动员全部丧生。
